Hi there! I'd like to reserve a caster boy, if that would be all right. I also have a couple of questions.

Are there limits on what sort of supernatural they can be, or what their powers are? Also, are anime pictures allowed?

Oops! Silly me, too! I totally forgot to put up the powers list.... You can make up some power for now, like controlling an element or reading minds or something like that. But when the Claiming happens, which I will explain later, they will gain more power. So, just one supernatural ability for now! Thanks for reserving a character!

UN nuclear chief urges more cooperation from Iran

VIENNA (AP) ? The head of the U.N. nuclear agency says he cannot provide a "credible assurance" for Tehran's claims that all of its atomic activities are peaceful.

Speaking Thursday at a board meeting of the 35-country International Atomic Energy Agency, Yukiya Amano also expressed concern over Iran's "activities" at Parchin, southeast of Tehran.

His experts want to visit the site amid suspicions that it was used for secret tests related to nuclear weapons developments. His language is diplomatic shorthand for an alleged cleanup at the site.

Iran denies any interest in nuclear weapons and says it never tried to develop them. It dismisses concerns that it is enriching uranium for possible use as the core of a warhead, saying it wants only to produce reactor fuel.

Commerce Minister: China Certain to Hit 7.5% 2012 GDP Growth Target

China is certain to hit the government's economic growth target of 7.5 percent for 2012 and could even exceed it, Commerce Minister Chen Deming said on Wednesday.

Chen made the comment at a conference, adding that China would likely spend more than $70 billion this year on non-financial outbound direct investment.

"In the first three quarters, China's economy has grown 7.7 percent from a year ago, therefore, it is for certain that we can achieve the annual GDP target of 7.5 percent or above,? Chen said in a speech.

His forecast was seconded by Chen Dongqi, deputy chief at the Academy of Macroeconomics Research, a think-tank under the powerful National Development and Reform Commission. He told the conference, in comments carried by state radio, that growth would reach between 7.6 and 7.7 percent this year.

China's growth rate has slowed for seven successive quarters and is on course for its weakest full year of expansion since 1999, albeit at a pace that far outstrips the rest of the world's major economies.

The minister's remarks on growth echo those made by an official from the National Bureau of Statistics in October when economic data for the third quarter revealed annual growth had dipped to 7.4 percent.

Analysts polled by Reuters expect China, the world's second biggest economy, to grow by 7.7 percent in 2012.

Beijing has followed a program of fine-tuning economic policies ? cutting interest rates, freeing more cash for lending and approving a raft of infrastructure projects ? for the last 12 months in an effort to underpin an economy currently caught in its slackest period of activity since the 2008-09 global financial crisis.

China's exposure to the global trade cycle has seen growth crimped by a slow recovery in the United States and a lingering financial crisis in the European Union - the two biggest markets for goods from the country's factories.

China's $1.9 trillion of exports were worth about 31 percent of GDP in 2011, according to World Bank data and about 200 million Chinese jobs are estimated to be supported by the external sector.

Being levered to external demand makes Beijing particularly sensitive to the risk of protectionism ? even more so as the government seeks to broaden the structure of the economy and put more of its huge $3.2 trillion stockpile of foreign reserves to work through outbound direct investment.

Chen said the trend for China to increase its outbound investment would continue for years to come.

"As you know, China has more than $3 trillion of foreign exchange reserves, which has provided (favorable) conditions for our outbound investment," he told the conference.

"I think the non-financial outbound investment this year will be larger than last year and likely top $70 billion."

OUTBOUND INVESTMENT

China's outbound direct investment from non-financial firms in the first 10 months totaled $58.2 billion, up 25.8 percent year-on-year, Ministry of Commerce data shows.

Outbound direct investment rose 8.5 percent to $74.7 billion in 2011, extending a decade-long expansion streak. The government is targeting a total of $560 billion in outbound foreign direct investment in the five years to 2015.

The head of China's $482 billion sovereign wealth fund told Reuters in an interview earlier this month that he detected a rise in protectionism in Western economies and that the fund would not invest where it was not welcome.

Tensions have risen recently between an increasingly wealthy and acquisitive China and many of its Western trading partners still struggling to recover from the effects of the global financial crisis and where companies hungry for investment capital are up for sale.

A series of trade actions against China by President Barack Obama, including his blocking of a privately owned Chinese company from building wind turbines close to a U.S. military site, and his challenge of Chinese auto and auto-parts subsidies in a World Trade Organization case, have increased the friction.

China's state-owned CNOOC Ltd and its Canadian takeover target Nexen Inc on Tuesday withdrew and resubmitted an application for U.S. approval of a proposed $15.1 billion tie-up, as Canada gets close to its decision on whether to approve the transaction.

A brief statement did not provide a reason for, or the timing of, the unexpected move. It was not immediately clear whether the announcement meant the process had hit a snag or signaled a delay in closing the deal, which has become a topic of heated debate in Canada.

Arizona Representative Ron Barber says recovering after minor cancer surgery

PHOENIX (Reuters) - Democratic Representative Ron Barber, a former aide to Gabrielle Giffords who was wounded alongside her in a deadly 2011 shooting, said on Tuesday he is recovering after surgery to remove a cancerous tumor from his tongue.

Barber, 67, beat Republican rival Martha McSally by a slender margin in the November 6 election to represent southeast Arizona in the state's redrawn 2nd Congressional District.

Barber's office said he learned of the tumor on November 13. He underwent surgery on Monday to remove the growth, and is expected to return to work in Washington next week.

"Congressman Barber was released from the hospital earlier today after a successful surgery," Barber's doctor, Audrey Erman, said in a statement released by the congressman's office. "He is expected to make a full recovery."

Barber was shot in the face and thigh on January 8, 2011, when Jared Loughner opened fire at an event outside a Tucson supermarket where Giffords was meeting with constituents.

Six people were killed in the shooting spree and 13 were wounded, including Giffords, who was shot through the head. She stepped down in January to focus on her recovery. Loughner was sentenced to life in prison earlier this month.

Common drug increases deaths in atrial fibrillation patients

ScienceDaily (Nov. 27, 2012) ? Digoxin, a drug widely used to treat heart disease, increases the possibility of death when used by patients with a common heart rhythm problem ? atrial fibrillation (AF), according to new study findings by University of Kentucky researchers. The results have been published in the European Heart Journal, and raises serious concerns about the expansive use of this long-standing heart medication in patients with AF.

UK researchers led by Dr. Samy Claude Elayi, associate professor of medicine at UK HealthCare's Gill Heart Institute, analyzed data from 4,060 AF patients enrolled in the landmark Atrial Fibrillation Follow-up Investigation of Rhythm Management (AFFIRM) trial. This analysis was intended to determine the relationship between digoxin and deaths in this group of patients with atrial fibrillation, and whether digoxin was directly responsible for some deaths.

"These findings raise important concerns about the safety of digoxin, one of the oldest and most controversial heart drugs," said Dr. Steven E. Nissen, chair of cardiovascular medicine at the Cleveland Clinic. "Although considered obsolete by some authorities, digoxin is still widely used. A thorough review by the FDA is warranted to determine whether regulatory action is needed, including stronger warnings about the use of digoxin in patients with atrial fibrillation. "

Digoxin is extracted from the foxglove plant and it helps the heart beat more strongly, and at a slower heart rate. It is commonly used in AF patients and in patients with heart failure. However, it can be problematic to use successfully as there is a narrow dose range at which it is effective, and beyond which it can be dangerous.

Though digoxin has been used by physicians treating AF for decades, until now, there has been limited evidence demonstrating the effect of digoxin in patients with this condition. "Digoxin in AF patients has hardly been studied," said Elayi. "The main prospective randomised controlled trials available with digoxin were performed in patients with heart failure and sinus rhythm, and routinely excluded AF patients."

The results of the analysis found that digoxin was associated with a 41 percent increase in deaths from any cause after controlling for other medications and risk factors. An increase in deaths occurred regardless of gender or the presence or absence of underlying heart failure. Digoxin was also associated with a 35 percent increase in deaths from cardiovascular causes, and a 61 percent increase in deaths from arrhythmias or problems with the rate or rhythm of the heartbeat.

"Within five years of use, one additional AF patient out of six taking digoxin ? compared to those not on digoxin in the AFFIRM trial? will die from any cause," Elayi said. "One additional patient out of eight will die from cardiovascular causes, and one additional patient out of 16 will die from arrhythmias.

"This study calls into question the widespread use of digoxin in patients with AF, particularly when used for controlling AF rate in a similar way as in the AFFIRM trial," Elayi said. "These findings suggest that physicians should try to control a patient's heart rate by using alternatives such as beta-blockers or calcium blockers ,as a first line treatment.

"If digoxin is used, prescribers should use a low dose with careful clinical follow up, evaluate potential drug interactions when starting new medications, and monitor digoxin levels."

In addition, patients should also be aware of potential toxicity and see their physicians immediately in specific clinical situations, he said. For instance, if they experience increasing nausea, vomiting, palpitations or syncope, as those may precede arrhythmic death, Elayi added.

The researchers say that the mechanism by which digoxin increases deaths among patients is unclear. Deaths from classic cardiovascular causes -- whether or not they are due to arrhythmia -- can partly but not entirely explain it. This suggests there must be some additional mechanism that remains to be identified, said Elayi.

"Our study underscores the importance of reassessing the role of digoxin in the contemporary management of AF in patients with or without HF," concluded the authors in their paper. "There is a need for further studies of the drug's use, particularly in systolic heart failure patients and AF -- patients that would, in theory, benefit the most from digoxin."

In a clinical trial with 1,400 patients with bowel cancer, the researchers reported ?statistically significant survival benefit? compared to conventional drugs used for treating bowel cancer that had spread after initial treatment.? Aflibercept is administered with another chemotherapy agent.

Dr Rob Glynne Jones, Macmillan Clinical Lead for Gastrointestinal Cancer at Mount Vernon Hospital in Northwood, Middlesex, said, ?The trial results were positive.?

?I am sure this drug will have a research programme and they will be extending it to all other cancers.?

Aflibercept is approved in the United States for the treatment of wet macular degeneration and metastatic colorectal cancer. European approval is expected.

Insight: Rebels seizing initiative in long war for Syria

BEIRUT (Reuters) - Rebel strikes against military bases across Syria have exposed President Bashar al-Assad's weakening grip in the north and east of the country and left his power base in Damascus vulnerable to the increasingly potent opposition forces.

Rebel fighters, who have taken at least five army and air installations in the last 10 days, are still waging an asymmetrical war against a powerful army backed by devastating air power, and predict months of conflict still lie ahead.

Their tactics are gradually choking off Assad's forces in the northern provinces of Aleppo and Idlib, as well as the eastern oil region of Deir al-Zor, while in Damascus "there is a sense that the flames are licking at the door", a diplomat in the capital said.

The steady capture of military installations and arsenals is sapping the morale of Assad's forces and also ensuring a modest supply of new weapons to relatively ill-equipped rebels whose calls for a no-fly zone -- which proved crucial in the Libyan uprising -- have been ignored.

Although they have yet to seize control of a single city, or translate their dominance in swathes of rural Syria into "liberated" territory free of air and artillery strikes, rebels say that their increasing prowess on the battlefield and growing armories have finally allowed them to take the initiative.

"The difference is that we've gone from being on the defensive to thinking and acting on the offensive. We actually have the ability to work offensively now, since we have seized enough weapons," said a fighter with Islamist battalions in Damascus province, who used the nom de guerre of Abu al-Yaman.

As Syria's 20-month uprising to overthrow Assad has dragged on, killing 40,000 people, rebel strategy has evolved from quick opportunistic attacks to slow but carefully planned campaigns of siege and attrition.

Exploiting the military expertise of military officers who have defected from Assad's army, rebels have achieved significant successes by focusing on strategic roads and supply routes as well as military bases.

GUN SHIPS

The slow progress of the fighting can conceal rebel gains, especially when fighters are forced to retreat in the face of withering retaliation from Assad's MiG warplanes and helicopter gun ships.

Fighting in the cities, however, is still a challenge.

"We have rebel sieges and army defections, and then military air raids. Then sieges and defections and raids again, in a loop," said a wearied commander from Ahrar al-Sham brigade in Aleppo, where rebels have been battling Assad's forces since late July and control about half of Syria's biggest city.

"The countryside is somewhere where we can advance more, but inside the cities I still see the battle as long and difficult. I think we need several more months."

Another fighter, from the largely rebel-held province of Idlib on the Turkish border, said the battle to "liberate the northern frontier" was going well, while progress further south near the Jordanian border was more of a challenge.

"We still have a lot of work to do. We're not about to take the country but yes, I see a lot of progress in the last month."

Unlike the toppled leaders of North Africa who were dropped by their friends when trouble started, Assad still draws strength from Russia and China and from Iran, which is believed to be supporting him with arms and cash.

Divided by personal and ideological rivalries as well as geographical and military obstacles, the mainly Sunni Muslim rebels have also struggled to show common cause since they took up arms against Assad, who is from an Alawite minority linked to Shi'ite Islam.

An opposition coalition was formed earlier this month, aiming to bridge the rifts and bring the rebels under a unified structure - a first step towards overcoming Western reluctance to arm a rebel movement which includes radical Islamists.

Ali al-Ali, a fighter in the Ahrar al-Jabal al-Wustany brigade, said the rebels were slowly overcoming their splits.

"Our attacks are getting more coordinated locally," he told Reuters by Skype from Idlib province. "On the ground we have the advantage, (Assad's) power has deteriorated on the ground."

REBEL GAINS

The cumulative effect of the rebel gains has left Assad's power concentrated in the south around Damascus and in the Mediterranean provinces of Tartous and Latakia - the heartlands of Syria's Alawites.

The capital and the coastal regions are linked by the city of Homs, which bore the brunt of fighting earlier this year as Assad's forces bombarded rebel neighborhoods to keep their grip on Syria's third-biggest city. Homs itself has now been divided between rebels and Assad's forces.

"In the north and the east (of Syria) the tide has turned against the regime," said Andrew Tabler, a Syria expert at the Washington Institute for Near East Policy. "Where the game is much closer is along the coast, around Homs and Damascus."

The two main rebel gains of the last fortnight were the huge 46th Division army base, which sprawls over several square miles west of Aleppo, and the Mayadeen base in Deir al-Zor, which left rebels controlling 120 km (75 miles) of the Euphrates river north of the Iraqi border.

Around the capital itself, rebels have captured an air defense installation in the south of Damascus and a helicopter base situated among the eastern farmlands and towns which have been an opposition stronghold for months.

To the south-west the army has been bombarding rebels in the suburb of Daraya, determined to prevent them from holding another gateway into the capital.

The Damascus-based diplomat said Assad still had 70,000 to 80,000 soldiers stationed around the city and its outskirts. There are no clear figures for the size of the rebel brigades but they say they number tens of thousands nationwide.

In his rare televised appearances, the 47-year-old president does not look like a leader under siege. He appeared calm and relaxed in his latest meeting on Friday with the parliamentary speaker of his strongest regional ally, Iran.

Syria experts say Tehran has sent Revolutionary Guards and weapons to help Assad's military campaign and financial support to help prop up an economy reeling from a collapse in revenues and tens of billions of dollars of war damage.

They also say Lebanon's Shi'ite Muslim Hezbollah has dispatched militants to fight alongside Assad's forces - a charge Hezbollah has denied even though it has held several funerals for fighters killed performing "jihadi duties".

TRAIN CRASH

"People I have spoken to who are in touch with very senior Syrian officials report a sense of calm among generals and senior officials," the envoy in Damascus said. "I can't understand that, unless they are simply putting on a brave face".

"Every ordinary Syrian I speak to is worried. They see the train crash coming."

How soon the train crash comes is a matter of conjecture among military and political analysts who follow Syria.

The rebels themselves say their real test will come when fighters move on the capital for that final reckoning, an operation they are already planning. Some observers say the opposition may already have sleeper cells in Damascus while it tries to prepare a launch pad for attacks from outside the city.

There is no sign that rebels have the sophisticated equipment, weaponry and intelligence which would enable sleeper cells to overpower Assad's die-hard battalions, and which proved a game changer in Libya when the support of Western special forces helped topple Gaddafi after months of apparent stalemate.

But the rebels have struck deep in the capital - killing four close Assad aides in a devastating July 18 bombing.

One analyst, who asked not to be named because he remains in contact with Syrian officials, said the Syria conflict had undergone a "dramatic change in dynamics" in the last few weeks.

"If you look at the map, it hasn't changed so much. But the psychological situation is different."

"This is a regime engaged in a fighting retreat ... The more the opposition wins over regime bases, the more they acquire weapons. I think it's self-sustaining," he said, predicting a showdown within weeks.

"All this could be brought to a close, or it could lead to a multiplication of conflicts," he said voicing a widespread fear that Assad's overthrow, if it were to happen, might only be the close of the first chapter in a far longer sectarian war.

A regional security source said rebels were getting a steady flow of shoulder-held surface-to-air missiles from Saudi Arabia via Jordan.

But anxious to avoid a buildup of sophisticated weapons among militants, as happened in the 1980s in Afghanistan, the Gulf state was monitoring their use and limiting supplies.

"It's not like the rebels are being flooded with weapons," said Michael Stephens of the RUSI think-tank in Doha. "There is a gradual increase in weapons and capacity, and they are getting smarter."

BOJ rift surfaces over easing as political debate heats up

TOKYO/NAGOYA, Japan (Reuters) - A split within the Bank of Japan was laid bare on Monday, with newcomers to its board pressing to strengthen commitment to an ultra-loose policy, as pressure on the central bank for bolder action intensified in the run up to next month's election.

Shifting the debate away from the central bank, BOJ Governor Masaaki Shirakawa repeated his view that monetary easing alone cannot beat deflation, urging the government pursue fiscal reform and deregulation to boost domestic investment.

But minutes of the October 30 meeting of the nine-member board released on Monday showed Takehiro Sato, one the newcomers, had suggested a more activist stance on monetary expansion once Shirakawa's term ends in April.

The conduct of policy became one of the most heated areas of political debate ahead of the December 16 election after Shinzo Abe, the leader of the opposition Liberal Democratic Party and likely next prime minister, called for the central bank to adopt negative interest rates among other radical measures.

Abe also threatened to take away the BOJ's independence to allow the government to call the shots on targets and policy action.

Sato, a former economist who has consistently called for more BOJ measures to keep yen rises in check, proposed linking monetary policy more closely to a rise in consumer prices and suggested giving up the BOJ's view that consumer inflation will approach 1 percent in the fiscal year ending in March 2015.

The minutes of the Oct 30 meeting showed Takahide Kiuchi, another former economist who joined the board with Sato in July, was alone in his support for the proposal, and their views lacked broad support.

"A few members raised the issue of whether it was possible to further exert influence on interest rates and demonstrate the BOJ's clearer stance on monetary easing by changing the current wording," the minutes showed.

"Most members expressed a cautious view regarding making changes to the wording of the policy commitment at this point."

At last month's meeting, the BOJ eased monetary policy by boosting its asset-buying program by 11 trillion yen ($133.5 billion), to 91 trillion yen. It also unveiled a plan to supply banks with unlimited cheap long-term funds under a new scheme initially seen sized around 15 trillion yen.

But that has not eased pressure on the BOJ.

Investors have bet on bolder monetary easing by the BOJ as Abe repeated calls for "unlimited" policy loosening, which drew strong opposition by incumbent prime minister and ruling party leader Yoshihiko Noda.

A weekly gauge of sentiment in the Japanese government bond market worsened to a level unseen in nearly five months on speculation of more aggressive easing following a likely change in the government after an election next month.

QUESTION OF DEGREE

The LDP's Abe, who was last prime minister in 2007, is calling for far more aggressive monetary measures to revive Japan's struggling export dependent economy, including a commitment to an inflation target of 2 percent to overcome deflation, with a change to the BOJ's governing law.

Sato proposed that the BOJ should say it will maintain ultra-easy policy until a 1 percent rise in consumer prices has been maintained, which is stronger that the BOJ's current commitment to maintain strong monetary stimulus until 1 percent inflation can be foreseen.

The BOJ now sets a 1 percent inflation target and sees as desirable medium- to long-term price growth in a range of zero to 2 percent.

Governor Shirakawa declined to respond directly to Abe's requests, saying only that the government and the central bank were doing their best to achieve the 1 percent price goal.

"If efforts to narrow Japan's output gap bears fruit, price growth and price expectations will gradually rise," he told business leaders in Nagoya, central Japan.

Shirakawa also said the BOJ was mindful of the pain a strong yen was inflicting on Japan's economy, suggesting its readiness to ease policy again should Japan slip deeper into recession.

Japan's main opposition Liberal Democratic Party (LDP) kept its clear lead ahead of the election, opinion polls showed on Monday, with the hawkish Japan Restoration Party (JRP) led by a nationalist ex-Tokyo governor running second.
