Director of Communications

Ministry of Information, Posts and Telecommunication (MIPT) is seeking to recruit a qualified candidate for the post of Communications Director who will be based in Mogadishu. The ideal candidates should possess the following qualifications, skills and experience:

Primary roles and responsibilities:

Develop a communication plan that prioritizes key objectives of the Ministry and harmonizes all government concerned public relation materials,
Design effective communication networks between the various government ministries, especially Office of Prime Minister, Office of the President and other government agencies and partner groups to make sure there is one voice from the TFG;
Work closely with ministries and other government agencies and departments to advise in the development of communication and promotional programs and materials;
Produce a variety of written communications, including press releases, briefing notes, speeches and other materials on important issues or events in the country so that Somali public and other stakeholders are updated on key developments in the country;
Work closely with public and private media groups, including Radios, Televisions and Print media to coordinate and implement government policies and promotional programs by organizing media conferences, if necessary;
Ensure media are handled fairly and are given appropriate, accurate and consistent information, in a timely manner.??Coordinate ministries and agencies responses to ensure consistent and appropriate messages flow to the public;
Maintain daily news monitoring both nationally and internationally and provide perspectives, analysis and press releases as needed,
Develop evaluative tools to monitor various government public relations and produce policy recommendations to address challenges,
Assist the Minister in the areas of communication strategies when meeting with the media and before staging press conferences,
Provide direction in times of crisis with information that is timely, accurate and consistent with the objectives of the Ministry/Government,
Identify emerging issues and trends of events and formulate communication strategies,
Deliver daily news briefings to the Minister, at least twice a day,
Undertake any other duties that may be assigned by the management

Qualifications & skills required:

Undergraduate university degree or advanced diploma in communications, journalism or related social science fields
Possess at least five years experience in public relations or media and communications
Ability to focus, plan and meet deadlines with multitasking skills
Knowledgeable in the current political landscape in Somalia
Possess proven leadership skills that could influence decisions
Excellent verbal and written communication skills
Proficient in editing and proofreading
