UN urges Libyan authorities to control weapons (AP)

UNITED NATIONS ? The U.N. Security Council urged Libyan authorities on Monday to prevent thousands of shoulder-fired missiles and other weapons purchased by Moammar Gadhafi from getting into the hands of armed groups and terrorists following the country's eight-month conflict.

The Russian-drafted resolution adopted unanimously by the council also called on the Libyan government to destroy chemical weapons stockpiles in coordination with international authorities.

Ian Martin, the top U.N. envoy to Libya, told the council last Wednesday that Libya under Gadhafi accumulated the largest known stockpile of shoulder-fired anti-aircraft missiles in any non-producing country. While thousands were destroyed during NATO operations, he said the U.N. is increasingly concerned "over the looting and likely proliferation" of these weapons and other munitions, as well as a spate of newly laid mines within the country.

Martin expressed concern over command and control of chemical and nuclear material sites in Libya though he said the interim government's forces appear to be controlling them. He said additional undeclared chemical weapons sites have been located as well.

U.S. Assistant Secretary of State Andrew Shapiro said earlier this month that Libya was believed to have about 20,000 shoulder-fired missiles in its arsenals before civil war began in March. He said terrorist groups have expressed interest in obtaining some of the missiles, which "could pose a threat to civil aviation."

Gadhafi was overthrown as Libyan leader in August after anti-government rebels took control of the capital, Tripoli. He was captured and died in the hands of rebels on Oct. 20.

The resolution adopted Monday calls on Libyan authorities "to take all necessary steps to prevent the proliferation of all arms and related materiel of all types, in particular man-portable surface-to-air missiles, to ensure their proper custody." It calls on countries in the region "to consider appropriate measures to prevent the proliferation" of these weapons.

The Security Council imposed an arms embargo against the Gadhafi government soon after the uprising began and it remains in place. It reminded all countries Monday that they are barred from purchasing or procuring weapons from Libya and from using their aircraft or ships to transport Libyan weapons.

Russia's deputy U.N. ambassador Alexander Pankin said the main aim of the resolution is to prevent "a breach of the arms embargo."

The risk of shoulder-fired missiles and other weapons "falling into the hands of terrorist groups ... is very high," he said, and there is also a risk to civil aviation flights.

"The Libyan authorities bear the brunt of the burden for this, but the problems require constructive cooperation with Libya's neighboring states and the whole of the international community," Pankin said.

The Security Council resolution expressed concern at the proliferation of weapons in the region "and its potential impact on regional and international peace and security."

The United States has contributed about $40 million toward finding and destroying the surface-to-air missiles and sent weapons experts to the country. It co-sponsored the resolution along with France, Britain, Nigeria and Portugal.

Mobile DNA elements called retrotransposons may be a source of genetic variation in nerve cells

Mobile DNA molecules that jump from one location in the genome to another may contribute to neurological diseases and could have subtle influences on normal brain function and behavior, according to a study published October 30 in Nature. (Scientific American is part of Nature Publishing Group.)

Retrotransposons are mobile genetic elements that use a copy-and-paste mechanism to insert extra copies of themselves throughout the genome. First discovered in plants about 60 years ago, they are now known to make up more than 40 percent of the entire human genome and may play an important role in genome evolution (pdf).

Researchers from the Roslin Institute in Edinburgh, Scotland, have now comprehensively mapped retrotransposon insertion sites in the genomes of normal human brain cells for the first time.

They used state-of-the-art DNA sequencing technology to screen for retrotransposons in tissue samples taken postmortem from three individuals who were healthy when alive and had no neurological disease or signs of abnormality in their brain tissue. Focusing on two brain regions?the hippocampus and caudate nucleus?they identified nearly 25,000 different sites for the three main retrotransposon families.

Their analyses identified more than 7,700 insertion sites for L1, the best-characterized retrotransposon family that was already known to be active in brain cells. They also found nearly 14,000 insertion sites for the Alu family, which has not been reported in the brain until now.

"Each sample had its own set of unique retrotransposition events," senior author Geoffrey Faulkner says. "The retrotransposons preferentially integrated in genes that were expressed in the brain. We think these genes are more susceptible because their DNA is packaged in an accessible way."

Many of the insertion sites were located within genes that play key roles in normal brain function. These include genes encoding receptors for the neurotransmitter dopamine and membrane transporters that mop up neurotransmitter molecules from the spaces between neurons after their signaling is complete. Some were located in tumor-suppressor genes, which are known to be deleted in several different types of brain cancer. Others were found in genes encoding regulatory proteins that are linked to psychiatric illnesses such as schizophrenia and the developmental disorder Smith?Magenis syndrome.

The researchers also found that there was far more jumping-gene activity in the hippocampus than in the caudate nucleus. This is interesting, because the hippocampus is known to be critical for learning and memory, and is widely thought to be one of the few parts of the brain that continues to produce new cells throughout life. "It is tempting to speculate that genetic differences between individual neurons could impact memory," Faulkner says, "but we have no evidence yet that this is the case."

Retrotransposons are normally silenced to prevent harmful mutations from occurring in egg and sperm cells, but are mobilized during certain stages of brain development, when neurons are being produced from dividing stem cells. Retrotransposons then take the opportunity to jump at random into parts of the chromosome that have been opened up for DNA replication.

As well as generating mutations by inserting themselves into and disrupting genes, retrotransposons can alter gene activity if inserted into adjacent regulatory regions of DNA. But Faulkner says that their effects are not necessarily harmful: "It is entirely possible that retrotransposition is generally a good thing but sometimes contributes to disease."

Once thought to be rare, these events actually take place surprisingly often. According to one recent estimate, they occur in many or most brain cells, perhaps several hundred times within each cell. Each neuron is likely subjected to a unique combination of insertions, leading to a genetic variability within populations of cells.

The full significance of this "genomic plasticity" is still not clear, but the authors suggest that it could influence brain development and behavior. It may, for example, partly account for the differences in brain structure and behavior between identical twins, and could even affect thought processes by subtly influencing the changes in nerve cell connections that occur with experience.

Faulkner and his colleagues are now planning another study with a larger sample size. "We want to see how much variability there is in this phenomenon in the healthy human population, to evaluate if there is a correlation between retrotransposition frequency and brain tumor formation, and to see whether it is increased or reduced in Alzheimer's disease."

Planets smashed into dust near supermassive black holes

Fat doughnut-shaped dust shrouds that obscure about half of supermassive black holes could be the result of high speed crashes between planets and asteroids, according to a new theory from an international team of astronomers. The scientists, led by Dr. Sergei Nayakshin of the University of Leicester, publish their results in the journal Monthly Notices of the Royal Astronomical Society.

Supermassive black holes reside in the central parts of most galaxies. Observations indicate that about 50% of them are hidden from view by mysterious clouds of dust, the origin of which is not completely understood. The new theory is inspired by our own Solar System, where the so-called zodiacal dust is known to originate from collisions between solid bodies such as asteroids and comets. The scientists propose that the central regions of galaxies contain not only black holes and stars but also planets and asteroids.

Collisions between these rocky objects would occur at colossal speeds as large as 1000 km per second, continuously shattering and fragmenting the objects, until eventually they end up as microscopic dust. Dr. Nayakshin points out that this harsh environment - radiation and frequent collisions - would make the planets orbiting supermassive black holes sterile, even before they are destroyed. "Too bad for life on these planets", he says, "but on the other hand the dust created in this way blocks much of the harmful radiation from reaching the rest of the host galaxy. This in turn may make it easier for life to prosper elsewhere in the rest of the central region of the galaxy."

He also believes that understanding the origin of the dust near black holes is important in our models of how these monsters grow and how exactly they affect their host galaxies. "We suspect that the supermassive black hole in our own Galaxy, the Milky Way, expelled most of the gas that would otherwise turn into more stars and planets", he continues, "Understanding the origin of the dust in the inner regions of galaxies would take us one step closer to solving the mystery of the supermassive black holes".

?It?s not a lie if you believe it.? So remarked George to Jerry in a classic Seinfeld line that turns out to encapsulate a scientific explanation for why we lie. Evolutionary biologist Robert Trivers of Rutgers University asks why humans continually deceive themselves and concludes that we do this so we can fool others and thereby enhance our own survival and reproduction. Here he describes deception in children.

?Children show a wide array of deception by ages two and three, and the earliest clear signs appear at about six months. Fake crying and pretend laughing are among the earliest. Fake crying can be discerned because infants often stop to see whether anyone is listening before resuming. This shows that they are capable of moderating the deception according to the victim?s behavior. By eight months, infants are capable of concealing forbidden activities and distracting parental attention. By age two, a child can bluff a threat of punishment, for example, by saying, ?I don?t care,? about a proposed punishment when he or she clearly cares. In one study, two-thirds of children age two and a half practiced deception at least once in a two-hour period.... Lies to protect the feelings of others?so-called white lies?appear only by age five....

?As children mature, they become increasingly intelligent and increasingly deceptive. This is not an accident. The very maturing capacity that gives them greater general intelligence also gives them greater ability to suppress behavior and create novel behavior. There is also clear evidence that natural variation in intelligence, corrected for age, is positively correlated with deception. A child is left in a room and told not to look in a box. By the time the experimenter returns, most children have peeked. Now they are asked whether they peeked. Most say no, and the brighter the children are on simple cognitive tests, the more likely they are to lie. Even health of the child at birth ... is positively correlated with lying. Because we experience deception aimed toward ourselves as negative does not imply that as deceivers we experience it as negative, at least when undetected.?

Motorola Mobility reports $3.3 billion in revenue and $32 million net loss, offers more details on Google buyout

Just in time for the company to be acquired by Google, Motorola Mobility is beginning to right the ship, as evidenced by today's quarterly earnings report. The company reported total net revenues of $3.3 billion -- precisely the same amount earned last quarter, incidentally, and up 11 percent from this time last year -- and a GAAP net loss of $32 million. While the number may put frowns on a few faces, it's still an improvement from Q2's loss of $56 million, and more than half ($18 million) of the losses were attributed to expenses from the Google acquisition. Mobile device revenues are up 20 percent year-over-year and 11.6 million devices were shipped, including 4.8 million smartphones and 100,000 Xoom tablets.

On the regulatory front, Moto offered a few new details about the progress of the company's acquisition. It announced that it will hold a meeting with stockholders on November 17 to gain approval of the Google merger, and -- pending antitrust clearance by the US Department of Justice, the EU and several other government entities -- expects to close the transaction by the end of this year or early 2012 at the latest. Home sales mired in the muck

Pending sales of existing U.S. homes dropped for a third successive month during September, a real estate industry group reported on Thursday, though a sales index was above year-ago levels.

The National Association of Realtors (NAR) Pending Home Sales Index, based on contracts signed in September, was down 4.6 percent to 84.5.

Economists polled by Reuters ahead of the report were expecting sales to edge up 0.1 percent rather than to decline.

Lawrence Yun, the NAR's chief economist, noted the index was still above its level in September 2010 of 79.4 but said the housing market was constrained by numerous factors.

"A combination of weak consumer confidence and continuing tight lending criteria held back home buyers, even though the private sector added nearly two million net new jobs in the past 12 months," Yun said.

Pending home sales in September fell in every region of the country from August levels.

WASHINGTON ? Mitt Romney may need a censor. For himself.

In the last few weeks in Nevada, the man who owns several homes told the state hit tough by the housing crisis: "Don't try and stop the foreclosure process. Let it run its course and hit the bottom."

At one point in Iowa, earlier this year, the former venture capitalist uttered, "Corporations are people," with the country in the midst of a debate over Wall Street vs. Main Street. At an event in economically suffering Florida, the retiree ? who is a multimillionaire many times over ? said, "I'm also unemployed."

Over the past year, the Republican presidential candidate has amassed a collection of off-the-cuff comments that expose his vulnerabilities and, taken together, could reinforce a perception that he's an out-of-touch elitist who lacks a core set of beliefs.

So far, the foot-in-mouth remarks haven't seemed to affect his standing in the nomination race.

Romney has run a far more cautious and disciplined campaign than his losing bid of four years ago. He's kept the focus on his core message: He's the strongest candidate able to beat President Barack Obama on the biggest issue of the campaign, the economy. He still enjoys leading positions in public opinion polls in early primary states and across the nation. Few, if any, of the other Republicans in the race have turned his remarks against him.

Texas Gov. Rick Perry, Romney's chief rival with the money to prove it, is all but certain to try. Perry has already started suggesting that Romney lives a life of privilege while he comes from humble roots. And Romney's eyebrow-raising comments are tailor-made for critical TV ads.

Look no further than the Democratic Party and Obama's advisers for proof of that.

Each time Romney says something that makes even his closest aides grimace, Democrats quickly put together a Web video highlighting the remark ? a preview of certain lines of attack come the general election should the former Massachusetts governor win the nomination.

"Mitt Romney's message to Arizona? You're on your own," says a new ad by the Democratic National Committee that jumps on Romney's foreclosure remarks.

Romney's team publicly dismisses their boss's occasional loose lips, dismissing them as inconsequential to voters focused on an unemployment rate hovering around 9 percent.

"It's a long campaign and at the end of the day people are going to judge Gov. Romney and his ability to take on President Obama over jobs and the economy. And certainly there will be a lot of back and forth as the campaign progresses," said Russ Schriefer, a Romney strategist.

"This election will be decided on big issues because the issues are so big and so important," Schriefer said. "And not on a gaffe or a mistake or a moment, any particularly moment. It's more about the big moments and who voters see and being able to turn the economy around."

It usually takes more than one gaffe or one mistake to undo a campaign. And other candidates have made their own potentially problematic comments.

Take, for instance, Herman Cain's assertion that the Wall Street protesters are in the streets to distract from Obama's record: "If you don't have a job and you're not rich, blame yourself." Or Perry's suggestion that Federal Reserve Chairman Ben Bernanke is "almost treasonous": "If this guy prints more money between now and the election, I don't what y'all would do to him in Iowa, but we would treat him pretty ugly down in Texas." Or former House Speaker Newt Gingrich explaining his infidelity: "There's no question at times of my life, partially driven by how passionately I felt about this country, that I worked far too hard and things happened in my life that were not appropriate."

But a string of unforced errors, when combined, can reinforce unfavorable perceptions of the candidate, as Romney aides privately acknowledge. And that's the trouble Romney faces ? just as John Kerry damaged himself when he racked up a series of equivocating comments on a series of issues while the Democratic nominee in 2004.

President George W. Bush's re-election campaign used Kerry's waffling ? conflicts between his votes and his quotes ? to cast him as an opportunist who would shift his positions to win votes.

Romney gave his critics a similar opening over the past few days. In Ohio, he refused to say whether he would support a local ballot initiative even as he visited a site where volunteers were making hundreds of phone calls to help Republicans defeat it. Issue Two would repeal Ohio Gov. John Kasich's restrictions on public sector employee bargaining.

It turned out that Romney had already weighed in, supporting Kasich's efforts in a June Facebook post. And, a day after the Ohio visit, Romney made clear where he stood, saying he was "110 percent" behind the anti-union effort.

There have been other instances of comments that could come back to haunt him. In Arizona at one point, he tried to highlight his father's role running an auto company but inadvertently painted himself as a have, rather than a have not.

"See, I'm a Detroit guy, so, you know, I only have domestics," he said, then added: "I have a couple of Cadillacs, at two different houses. You know, small crossovers."

During a recent debate, Romney suggested that the discovery of illegal immigrants working on his yard during his first presidential campaign was a problem ? not because it was illegal, but because "I'm running for office, for Pete's sake."

Comments like those could partly explain why Romney has kept a limited public schedule and favors closed events and appearances that play down spontaneous interaction with reporters.

Still, in some ways, the damage may already have been done. Expect to hear Romney's impolitic comments frequently as Republicans and Democrats alike try to derail Romney.

US drone strike kills key commander in Pakistan (AP)

DERA ISMAIL KHAN, Pakistan ? Suspected U.S. unmanned aircraft fired six missiles at a vehicle in Pakistan's rugged tribal region Thursday, killing five militants, including a close ally to one of the area's top commanders, Pakistani intelligence officials said.

The attack in the South Waziristan tribal area killed Khan Mohammed, also known as Sathai, deputy leader of a group of militants led by Maulvi Nazir and also the commander's cousin, said the officials.

The strike also killed Nazir's younger brother, Hazrat Omar, said the officials, speaking on condition of anonymity because they were not authorized to talk to the media.

Nazir is one of the most powerful militant commanders in the tribal region and is accused of working with the Taliban and al-Qaida to stage attacks against foreign troops in neighboring Afghanistan.

He is believed to have close relations with Pakistani intelligence and agreed to stay neutral when the military invaded South Waziristan in 2009 to fight the Pakistani Taliban, who have focused their attacks against the Pakistani state.

The U.S. has criticized Pakistan for failing to crack down on militants staging attacks in Afghanistan and has stepped up drone attacks in the tribal region to combat them.

The militants killed in Thursday's drone strike were riding in a double-cabin pickup truck from Tora Gola village to the nearby area of Azam Warsak when they were hit, said the intelligence officials. Three other people were injured in the attack, they said.

The U.S. refuses to acknowledge the CIA-run drone program in Pakistan publicly, but officials have said privately that the strikes have killed many senior al-Qaida and Taliban commanders.

Pakistani officials regularly criticize the attacks in public as violations of the country's sovereignty, but the government has actually supported them in private and allowed the drones to take off from bases within Pakistan.

That cooperation has become strained this year as the relationship between the U.S. and Pakistan has deteriorated, especially following the arrest of a CIA contractor in January and the covert American raid that killed al-Qaida chief Osama bin Laden in a Pakistani garrison town in May.

Before Thursday's strike, a Pakistani army convoy was hit by a roadside bomb in the Shakai area of South Waziristan. The explosion killed two soldiers and wounded three others, said intelligence officials.

South Waziristan was the main sanctuary for the Pakistani Taliban before the military invaded in 2009. Many of the militants fled the area, but attacks still occur periodically.

Also Thursday, a bomb exploded in the main food market in the northwestern Pakistani city of Peshawar, wounding at least 11 people. Police officer Shafqat Malik said three of the victims were in serious condition.

The bomb contained about 6.5 pounds (3 kilograms) of explosives and was planted in a cooking oil canister. Local TV footage showed damaged shops with pieces of metal and wood littering the ground.

Peshawar is the capital of Khyber Pakhtunkhwa province and has been frequently targeted by the Pakistani Taliban.

Of course, you could just use the kits to make your own sustainable non-post-apocalyptic miniature DIY community, if you don't feel like waiting for the world to end.

Perry's Choice on Debates: Look Scared or Say More Dumb Things (The Atlantic Wire)

What's a bigger danger to Rick Perry: that he goes to more primary debates and says stupid stuff, or that he skips the debates and -- the horror -- Mitt Romney calls him a fraidy cat? The five debates Perry has participated in have not been good for his presidential campaign. And if he does skip the events, he can just recycle the line he used in his gubernatorial race last year when he wouldn't debate Bill White: "It's not about this good ol' fighting Texas Aggie being afraid to [engage] that Harvard boy."

Perry's campaign staff has been floating the possibility of him being a no-show. His communications director Ray Sullivan told CNN Wednesday,?"The candidates need to spend time in Iowa doing those town halls and spending a lot more time with the voters, who oftentimes have the best questions and press the candidates the hardest. ... We're taking each of these as they come, examining the schedule and examining the opportunities and the opportunity costs." Perry spokesman Mark Miner told Politico, "And Perry spokesman Mark Miner told Politico's Maggie Haberman: "We said we would do Michigan but the primaries are around the corner and you have to use your time accordingly."?Sullivan further explained to the?Houston Chronicle's?Peggy Fikac:

IBM Names Virginia Rometty First Female CEO (Mashable)

IBM has named 30-year company veteran Virginia Rometty as its first female CEO. Rometty will succeed the outgoing Samuel Palmisano (both pictured) in the post on Jan. 1, 2012. Palmisano will remain chairman of IBM's board. Rometty, who joined IBM in 1981 as a systems engineer, currently serves as svp and group executive for sales, marketing and strategy for the company.

GOP senators, Lieberman press for Iraq hearing (AP)

WASHINGTON ? Twelve members of the Senate Armed Services Committee are pressing for a hearing on the withdrawal of U.S. forces from Iraq by year's end.

In a letter to Chairman Carl Levin on Wednesday, the lawmakers said the complete withdrawal of American troops likely will be seen as a "strategic victory by our enemies in the Middle East," especially Iran. They said military commanders have told them of the need for a U.S. presence in Iraq beyond this year. They asked for a hearing with administration officials.

Signing the letter was the panel's top Republican, Sen. John McCain, 10 other Republicans and independent Joe Lieberman.

President Barack Obama has announced that the long and costly war will be over by year's end, with some 40,000 U.S. troops returning home.

Fed blocks MetLife dividend hike, stock buybacks (AP)

NEW YORK ? MetLife Inc. said Tuesday that the Federal Reserve has blocked its plans to increase its dividend and repurchase stock from shareholders.

The insurance company says it needs approval from the Fed because of its ownership of Metlife Bank, which takes deposits and makes home loans.

The Fed concluded that the company's plans should be tested under the next round of stress tests, scheduled for next year.

It's not the first time the Fed has blocked such an effort. In March, it blocked a dividend increase that Bank of America Corp. had planned. But the Fed has approved increases for JPMorgan Chase & Co., Wells Fargo & Co. and Citigroup Inc.

The decision raises questions over whether MetLife's banking operations are strong enough to withstand another economic downturn.

CEO Steven Kandarian, in a statement, maintained that Metlife is well capitalized, adding "our analysis shows that the company's current capital level and financial strength support capital action increases."

MetLife will seek Fed approval again early next year. It did not detail what dividend level it sought or the size of its intended repurchase program.

The Fed currently requires the 19 largest U.S. banks to submit capital plans each year. In June, the regulator unveiled a proposal to expand that list to the 35 largest banks, those with assets of $50 billion or more.

MetLife said this month that it is trying to sell its banking unit's mortgage business, because it takes resources away from its insurance and employee benefits businesses. Kandarian reiterated that goal Tuesday. The company began writing mortgages in 2008.

In the meantime, MetLife's once-a-year-dividend will stay at 74 cents. It's payable Dec. 14 to shareholders of record as of Nov. 9.

News of the Fed's rejection sent MetLife shares down after hours. They fell $1.63, or 5 percent, to $31.20, after regular trading Tuesday down 5.4 percent, at $32.83.

In naming female CEO, IBM passes gender milestone (AP)

SAN FRANCISCO ? IBM Corp. has passed a milestone, naming the first female CEO in the company's 100-year history.

The selection of Virginia "Ginni" Rometty, announced Tuesday, is also a statement about the growing influence of women in the top tiers of business. Although women have made momentous strides, breaking through corporate America's "glass ceiling" over the past half century, a woman's ascendance into the chief executive position of a major corporation still holds significance.

Currently, only 16 Fortune 500 companies are led by a woman. Rometty and Heather Bresch, appointed Wednesday as CEO of drug maker Mylan Inc., would make that 18. Both take effect Jan. 1.

Even so, two of the world's biggest technology companies will have female leaders. Last month, Hewlett-Packard Co. named Meg Whitman, former eBay Inc. chief and candidate for California governor, as its CEO.

Their appointments are "setting a fabulous example" in the promotion of female executives, said Jean Bozman, an analyst with IDC who has followed IBM and HP closely for years.

"It does create an environment in which more of these high-ranking women executives can see that's within reach," Bozman said. "The more that happens, the more normal that will be. I think this might be a great sign that we've turned a corner. Certainly the Baby Boomers have wanted this for a long time."

Rometty, IBM's sales and marketing chief, is taking over from Sam Palmisano, who this year turned 60, the age at which IBM CEOs have traditionally stepped down.

Rometty, 54, will be among more than a dozen female CEOs in the Fortune 500. Another prominent female CEO of a technology company is Ursula Burns of Xerox Corp., who has held that title since 2009.

HP had another female CEO, Carly Fiorina, but her tenure ended in acrimony when she was forced out in 2005 over disappointing financials and the fallout from her hard-fought battle to buy Compaq Computer. Yahoo Inc. also ousted CEO Carol Bartz this year.

HP and IBM are bitter rivals that have followed somewhat inverted paths for years.

When IBM was near collapse two decades ago with the eroding dominance of its mainframes, HP thrived with the advent of personal computing and Silicon Valley's dot-com boom. Now the tables are turned ? IBM is thriving while HP is hurting.

Two of technology's most powerful women will square off from sharply different positions.

Rometty will inherit a company in a sweet spot.

IBM, which is based in Armonk, N.Y., has proven resilient in the downturn because of hard decisions it made in the 1990s to focus on the high-margin areas of software and technology services, moving away from computer hardware. Rometty played a leading role in the transformation.

She was instrumental in the formation of IBM's business services division, including overseeing IBM's $3.5 billion purchase of PricewaterhouseCoopers' consulting business in 2002, which is a key element of a strategy that has made IBM a heavily copied company. Rometty joined IBM in 1981 as an engineer.

She is "more than a superb operational executive," Palmisano, who is keeping his job as chairman, said in a statement.

IBM's stock has more than doubled since the depth of the recession in 2008. Meanwhile, HP stock has fallen by about 50 percent.

A series of scandals has led to turmoil at the top of HP, with former CEO Mark Hurd resigning under pressure last year over ethical violations, and his successor, Leo Apotheker, being fired after less than a year on the job after fumbling an important restructuring.

One of Whitman's first moves was to accelerate a decision about whether HP will sell, spin off or keep its personal computer business, the largest in the world by sales. Investors seem undecided about what course they want HP to take. Some analysts worry that Apotheker did irreparable harm to the brand by announcing it was for sale before a buyer had been found, making it potentially hard to sell and hard to keep.

Analysts have generally said that both women are right for their roles ? HP needs Whitman's star power to woo Wall Street while IBM needs a steady operator with broad experience like Rometty to continue IBM's predictable, steady growth.

IBM dates to June 16, 1911, when three companies that made scales, punch-clocks for work and other machines merged to form the Computing Tabulating Recording Co. The modern-day name followed in 1924.

It had a boys' club image but shed it long ago. Rometty's status as a front-runner for the CEO job was a poorly kept secret. Industry insiders have whispered about it for years, and Tuesday's announcement was only a mild surprise because of its timing.

IBM CEOs have traditionally stepped down at 60 years old, but Palmisano had tamped down talk of his retirement, insisting that he wanted to stay on as chief. In rare public comments, he said last year that he was "not going anywhere" and that there's no formal policy at IBM dictating when a CEO should retire.

Bobby Cameron, an analyst with Forrester Research who has worked with IBM in various roles over the years, said that in meetings with Rometty is "engaging" and inquisitive. Her interest in emerging technologies, not just the established sales leaders, is an important characteristic. Cameron thinks she's an ideal choice to continue Palmisano's work.

"I think she's smart. She asks questions; she doesn't just come in with an agenda, and she's interested in the leading edge, not just what's driving volume ? all those things are important for a CEO to have," Cameron said.

Palmisano has the same characteristics, Cameron said.

"I think it will be more of the same, and I think that's a good thing," he said.

Nevertheless, investors' reaction was muted. IBM shares fell 51 cents, or 0.3 percent, to $179.85 in midday trading Wednesday, the first day of trading following the announcement.

How to Shop at Costco and Sam's Club Without a Membership [Evil Week]

Buying toilet paper a pallet at a time from Costco or Sam's Club can save you money in the long run, but what if you only shop there once every few months? You still want the savings, so what do you do? Turns out you can still take advantage of bulk pricing without paying membership fees.

First, Sam Club actually offers a free one-day pass that you can print out and bring in whenever you want. Sounds great! Unfortunately by using this pass, you're going to be charged an extra 10% on everything you buy, thereby negating a lot of the savings you'd get buying in bulk. Though, a lot doesn't mean all, so you still might come out ahead, depending on what you buy. One-time crazy sales and loss leaders (items advertised cheap in order to get you into their stores) come to mind as a good use of this one-day pass.

Costco, on the other hand, doesn't require you to pay an extra 10% (or their standard 5% non-member surcharge) as long as you have a Costco Cash card, which is just a gift card. If you know someone who has a Costco membership, Consumerist says you can ask them to buy a bunch of $10 pre-paid Costco Cash cards for you. All you have to do is show the card at the door to gain entry, then use it at the register when you check out, paying anything over $10 with cash or a debit card. Don't use your other $10 Costco Cash cards in the same purchase, since you're saving them for subsequent trips.

You can even have your Costco membership-having friends order these cash cards online, though the minimum purchase there is $25 instead of $10.

Of course you can still go into Costco without a membership, but you'll have to pay that extra 5% surcharge. It's not bad, and depending on what you buy, can still save you money.

NEW ORLEANS - Fans sitting in the upper deck of the Superdome turned their backs to the field, where the New Orleans Saints were setting franchise records, and saluted head coach Sean Payton, who was sitting high above in a booth with his broken leg propped up.

He might as well have had both feet up by the middle of the third quarter.

Drew Brees completed 31 of 35 passes for 325 yards and five touchdowns, and the Saints set a franchise record for points and victory margin in a 62-7 demolition of the hapless Indianapolis Colts on Sunday night.

"I was real proud of how we played tonight, how we handled the week of practice," said Payton, standing on crutches after the game. "We spent a lot of time during the week just talking about us beginning to play our best football, because we really felt while we were 4-2, we hadn't done that."

Payton had called offensive plays from the sidelines since he took his first head coaching job with New Orleans in 2006, but that changed after he was caught up in a tackle along the sideline during a loss at Tampa Bay last week and was injured. Payton had surgery on Monday and didn't attend a practice until Thursday.

Sitting high up in the Superdome for the game against the Colts, he had to like what he saw down below, where offensive coordinator Pete Carmichael Jr. called plays for the first time.

Brees had two touchdown passes to Marques Colston and one to Darren Sproles in the first quarter. His fourth and fifth touchdown tosses went to second-year tight end Jimmy Graham in the third quarter.

It seemed the Saints (5-2) could do whatever they wanted, also rushing for 236 yards.

"We had a great game plan. We played with a lot of confidence. Pete did a phenomenal job," Brees said. "It was just our night, one of those games that doesn't come along too often. ... We needed a win like this, especially after the past week and everything we've gone through."

The Saints' point total tied the most in a game by any team since the AFL merged with the NFL in 1970.

The Saints previous franchise high for points in a game was 51 on three occasions and their largest previous victory margin was 42 over Denver in 1988.

When the large video board in the Superdome showed Payton peering out from the booth, the crowd erupted. By the time the third quarter ended, there wasn't much of a crowd left.

Colston had seven catches for 98 yards.

Brees wasn't intercepted before he was replaced by Chase Daniel late in the third quarter, a move that prevented New Orleans' starting quarterback from extending his NFL record of four straight games with at least 350 yards passing.

Mark Ingram rushed for 91 yards on 18 carries but limped to the locker room early in the fourth quarter with what Payton said was a heel injury, adding that X-rays were negative. Sproles carried 12 times for 88 yards, including a 16-yard touchdown.

The Saints had 557 yards and a team-record 36 first downs.

The winless Colts (0-7) are guaranteed to have fewer than 10 victories in a season for the first time in nine years, and at this rate they might not win many games at all.

"That team played better than we did in every area and we just got whooped across the board," Colts coach Jim Caldwell said. "It's one of those things that once you don't do the little things right, there is a lot of bad things that happen to you. Obviously, I have to take responsibility for our team and the way that they played."

Colts quarterback Curtis Painter was only 9 of 17 for 67 yards and had an interception returned 42 yards for a touchdown by Leigh Torrence.

"We just didn't play near well enough," Painter said. "We made a few too many mistakes in the beginning, and any time you're playing a team as good as them, they're going to make you pay. We just kind of got off to a rough start and you've got to credit them. They played well."

For the seventh game this season, Colts star quarterback Peyton Manning was forced to watch because of a neck injury that has sidelined him all season.

As hard as it had to be for Manning to be a spectator in his return to his native New Orleans, it had to be even harder to see his team's mistake-prone performance. These Colts looked more like the bumbling Saints of old that his father, Archie, starred for three decades ago.

Indianapolis fumbled twice in the opening quarter, giving the Saints a relatively short field both times.

The first came on the opening drive on a botched snap that linebacker Jonathan Vilma recovered on the Colts 41-yard line.

Brees then completed his first three passes, the last a 14-yard scoring strike to Colston, who made a leaping catch in front of defensive back Jerraud Powers to make it 7-0.

The Saints then went 81 yards in six plays, including Pierre Thomas's 57-yard gain on a screen pass, and took a 14-0 lead when Brees hit Colston again with a quick 4-yard throw over the middle.

The Saints then took over on their 48 when defensive tackle Tom Johnson stripped rookie running back Delone Carter, and Cam Jordan recovered.

Sproles started the drive with a 16-yard run and finished it with a 6-yard touchdown catch.

Brees' 26-yard completion to Lance Moore ignited yet another touchdown drive, this one covering 69 yards in seven plays and ending with fullback Jed Collins' 1-yard score on a second-effort plunge through a pile of players.

John Kasay added field goals of 23 and 47 yards. The second came as time expired in the half and was set up by Colston's 39-yard reception.

Indianapolis trailed 31-0 before scoring on Carter's 2-yard run, capping a seven-play, 80-yard drive that was highlighted by Carter's 42-yard scamper on the opening play.

Is gruesome no longer taboo?

PARIS?? The threshold for publishing gruesome images like those of Muammar Gadhafi's death is falling as the Internet and social media make many of the editorial decisions that used to be left to a small group of professional journalists.

The shaky video footage of Gadhafi's last moments was such a dramatic end to Libya's months-long struggle against its former dictator that many television stations around the world rushed to broadcast much of what they received.

Newspapers followed up on Friday morning, some splashing graphic photos of the bloodied former Libyan leader across their front pages while others opted for pictures of victorious anti-Gadhafi troops or file shots of Gadhafi in his heyday.

Showing images of a person in the throes of death used to be a newsroom taboo, but even this is now giving way under the pressure of instant Internet publishing and ? thanks to camera phones ? the increasing availability of strong news footage.

"Over the past 10 years, whatever your society's standards were, they're notching toward more gruesome images," said Kelly McBride, ethics expert at the Poynter Institute journalism training center in St. Petersburg, Florida.

In many cases, she said, news organizations now deal mostly with the question of how to publish a graphic but newsworthy picture rather than whether they should run it at all.

"News editors are very aware that these images are available anyway," said Ivor Gaber, professor of political journalism at City University in London.

Historic images
Steven Barrett, professor of communications at London's Westminster University, said there was no doubt the images would be used. "This was a momentous event in world history," he said. Showing it was "not just to boost ratings."

Showing the footage was especially important in Libya and the Middle East, since the lack of such photographic proof of Osama bin Laden's death prompted many people in the region to ask whether the al Qaeda leader had really been killed.

"I doubt the vast majority of Libyans, and possibly the populace in the region, will raise any objections to the images," said Hayat Alvi, professor of Middle East studies at the U.S. Naval War College in Newport, Rhode Island.

Many television stations in Europe and the United States prefaced their broadcast of the Gadhafi death videos with a clear warning that disturbing images were about to be shown.

The main stations in Spain and Belgium gave no warnings, while the German channel ZDF showed a few images in its main evening news broadcast and then said: "There are others we don't want to show ? it's a question of human dignity."

European and United States newspaper front pages on Friday morning showed even wider differences in the way the print media handled those images.

No major U.S. newspapers ran pictures of the dying Gadhafi on their front pages. Of the 424 newspapers surveyed by Newseum, a Washington journalism museum, only about two dozen had page one images of him near or after death.

By contrast, London's Daily Telegraph, Guardian and Sun splashed grim photos across their front pages. The Guardian website balanced that with an op-ed piece entitled "Even Muammar Gaddafi deserved a private death."

Milan's Corriere della Sera printed a photo of the dead Gadhafi, blood trickling down his bare chest. De Morgen in Brussels covered its tabloid front page with a shot of him in agony, near death, with the quote "the people love me."

German newspapers were more discreet than ZDF television, showing few bloody images of the former dictator. French front pages seemed evenly divided between discretion and disrespect.

Le Monde in Paris printed a small black-and-white photo on its second page of Gadhafi's half-naked corpse displayed in Misrata, while Madrid's El Pais displayed the same shot large and in full color on its front page.

Rising tolerance for gruesome images
"Tolerance for gruesome images is going up because more people search for them on the Internet than we would have expected," McBride said. "So when it's delivered to them by a publication, they don't have the same righteous indignation."

Still, she said, the main check on media from publishing shocking pictures is the backlash from their audiences.

"U.S. audiences have the least tolerance for graphic images," she said, despite the high level of violence they accept in entertainment films. "It's a weird paradox."

While all the media experts said editors had to consider a mix of factors when deciding whether to run an explicitly violent image, Barnett stressed the key factor in any ethical assessment was the editor's intent in publishing it.

"If it's just to gratify, to maximize shock and horror, it's unacceptable," he said.

McBride, who often gets urgent calls from editors on deadline asking for ethical advice, said she gives them a rough checklist of the issues to consider before publishing.

They should ask what the news value of the picture is, whether it will in any way harm to the publication's audience and whether the publication can find alternative material to publish with fewer ethical concerns.

"There is so much that changes from one story to the next that it's hard to write rules for how to treat these images," she said. "Newsrooms have to go through this questioning process and figure it out for themselves."

El Salvador asking US to extend migrant program (AP)

SAN SALVADOR, El Salvador ? El Salvador's president says he will ask Washington to halt deportations of Salvadorans and extend a program that allows those who are in the U.S. illegally to stay.

President Mauricio Funes says he wants to be sure El Salvador's "temporary protected status" doesn't expire in March.

That U.S. program benefits foreigners whose return to their home country may be dangerous because of a natural disaster or other reasons.

Funes said Friday that 10 days of heavy rains have destroyed crops and towns in El Salvador while killing 32 people. The storms have killed 105 across Central America.

The U.S. granted El Salvador temporary protected status in 2001 after earthquakes devastated the nation. It has been extended since.
